Grid design, clues, and conventions for creating crosswords vary depending on language and countries.
Crossword Wikipedia page
On December 21, 1913, Arthur Wynne, a journalist from Liverpool, England, published a "word-cross" puzzle in the New York World that embodied most of the features of the genre as we know it. This puzzle is frequently cited as the first crossword puzzle, and Wynne as the inventor. Later, the name of the puzzle was changed to "crossword".
Larger newspapers and magazines tend to have regular, in-house crossword compilers. But they also buy puzzles from freelancers sometimes. The puzzle book publishers often have a need for hundreds or crosswords a year.
Crossword writing is not an easy means of escape from a boring office job. It pays poorly, so even writing one per day, a compiler will not be able to afford to give up the day job.
