Why is the Huawei's build-in *Files* {File Manager\Explorer\Browser} app is in the Device Administrators list, but it's not allowed\enabled by default, why does it need and has such access, can it in theory 'poke' the system without being rooted (or at least if it's modded to open "/" the root of the system, instead of the storage path) ?

If this is possible, then why still no one made a third-party *Files* app with such permission\access, or modded a existing one, like the Root Explorer {by SpeedSoftware} to have it, so we won't have to root in order to make some changes to the system, or being able to at least access the /data partition, if not even modifying it... ?
