I finally found a way to enforce a unique serial number on my odd 5.1 tablet.
"Device Emulator Pro" can alter any ID setting in Android on the fly, and for any app.
Opposite to all forementioned tools It DOES work on my odd China tablet and mimicks a unique ID that Navigon so badly insists on.
Why only Navigon relies on this ID (and none of my other 200 installed app) will remain a mystery, but I am happy now
