To install apps and games? Does it simply mean that it cant be locked to a provider?

It needs to be at least developer unlocked. This has nothing to do with the provider.

There are 2 types of unlock in WP7.

The first type is "Carrier Unlock" which allows your phone to be used on any network with any SIM card.

The second type, which we refer to it often here is "Developer Unlock" which means that your phone has the ability to install XAP files without the need of having to go through the official Marketplace.

From your case, I highly doubt your phone is "Developer Unlocked" from your carrier.

If you have a Samsung device and want to developer unlock and interop unlock it, head on over to http://windowsphonehacker.com/windowbreak on your mobile browser. It'll take care of the rest.

If your device is already unlocked with AppHub, Chevron Labs, etc., your device does not need it, and you won't receive much benefit from using it.

Yes, virtually any phone can be developer unlocked.

There are a few ways to unlock it:

1. You can get a Microsoft Developer account, which costs around $99 per year. https://dev.windowsphone.com//en-us

2. You can get a FREE Microsoft Developer account if you are a student via Microsoft Dreamspark. https://www.dreamspark.com/

3. You might wish to try an idea here: viewtopic.php?f=1137&t=317425 which may help you get a Dreamspark account if you are not a student.

Advice to anyone who does the Dreamspark/EDU method. I did this and my Dev account expired (one year), They just need to verify the email again for a free renewal...

Keep your account info and log into your EDU email every few months to keep it active (not sure on how long before it expires but, just in case)

I guess it didn't really matter because I am running a custom rom anyway...
