Correct way to request a book

Talk about anything here as long as it is not against the rules. Post count not affected.

Hi

Just wondering if someone could explain the correct procedure to request a book which is not on the site. I Googled it and it said to do it here in Chitchat but looking through all the posts, I can't see any requests.
